222,222,222 BSX for liquidity mining KSM/BSX ep#2

This proposal if approved, will:

Mint 222,222,222 BSX from the 38B LM portion of supply
Transfer this to the existing BSX global farm
Reduce the APR % on the BSX<>KSM farm to 40%
