This referendum removes the Polkadotters collator (bXiTWWfZdUi8pA7cKnHTpaNjSwR8HMqoK15FxMFVX6Zs6R8vd) from the invulnerables set via collatorSelection.removeInvulnerable.

Why: Running the Basilisk collator has been unprofitable for us for a long time, so we've decided to retire it and step down from the collator set.

Impact: Only our account is removed from the set. We'll keep the node producing blocks until this referendum is enacted and the next session rotation completes, so there will be no gap.
